Not everyone is into it and they have that right. Doesn’t mean anything is wrong with them, it just means that they aren’t into it. Have you ever considered that their partner might not be very hygienic? Have you ever considered that they were sexually abused by women growing up? There are many reasons as to why men don’t want to do it. 
My husband loves giving me oral and I love giving him oral. But if he didn’t like it, I wouldn’t be upset and think something is wrong with him, that just ignorant thinking.

It does depend on many factors really myself and my partner like giving each other oral. Depends on the mood too haha, but like others have said different factors does play a part.
