Should I wait until I learn how to cook enough meals, drive and buy a vehicle and make more than enough money to starting dating seriously? I feel I'm lacking, don't have enough skills for a relationship???

I don’t think you need all of that to start dating. You can grow and learn while in a relationship. It isn’t like you need to be in some final form lol. Emotional maturity is important before beginning a relationship, but material items and skills are something you can do as you go

I haven’t had the opportunity to cook a lot or learn how to drive, and I’m a freelance artist so it’s feast or famine as far as a paycheck is concerned. 
I’ve been dating a wonderful girl for almost two years and we have a great relationship! She’s extremely supportive, and we cook together so I’m learning new skills through her, and she’s helping me learn driving skills too. Get out there if you want to, you’ll be fine!
