Fine or no fine?

Where I’m from there’s a river called Kern River, also known as “killer river” where every year people go missing in it year round and are never found or they’re found dead.

•there are signs for no swimming

However, people still decide to go swimming and end up dead.

I believe there was a few incidents where they were found alive.

I believe there should be a fine for the people who go in and are found alive after going missing, because of the fact there are signs that list the reasons why they shouldn’t go in.

2 went missing and 1 dead just from yesterday’s parties, etc.

What are your guys opinions?
