Puppy has a fear of water!

I have a 12 week old German Shepherd puppy that is absolutely terrified of water! We got her at 8 weeks and have tried to do what the vet recommend which is try and ease her into it, do short baths with little water, even stood in the bath with her and she is so terrified she won't even sit in the tub! As a puppy she gets very dirty especially when playing outside with the toddler. She gets any water on her and she screams like we are ripping her arms off! Anyone have any suggestions that worked on your fur babies? None of my previous dogs have ever been this bad with water, and soon she will be bigger than me and I will not be able to make her take a bath! Seems ridiculous to have to take her to the groomer Everytime she needs a bath. Thanks in advance!
