Rant.... neighbors smoking

Sorry if this isn't aloud I can delete if so.

We moved into our condo almost 2 months ago and on the first night we noticed as you walked up the stairs there was a smell of cigarette smoke no big deal we only noticed it at night some nights were better than others but whatever. We know it's our neighbors they are really big smokers and smoke in their house all day long. Then last week the smell was super strong in our upstairs bathroom. We've been burning candles constantly in there to keep the smell somewhat at bay. Well today I went to put my son to sleep and his room stinks. I really dont like the idea of my almost one year old in a room that smells of smoke so I've taken him down to the basement and have been trying to get him to sleep for the last 2 hours. I'm so annoyed right now and I have no clue what to do. I know some people might not see this as a big deal but he is my baby and I try to keep him away from thinks like that that could hurt him in the long run.

Also Not sure if this is how it is everywhere but we actually own our condo and we have an hoa.

Update: I contacted the hoa and she said that it's there home and they cant do anything about it
