those bumps are razor burn. use a non-scented shaving cream and shave slowly and carefully, in the direction of the hair (if the hair is growing to the left, shave to the left. if the hair is growing downwards shave downwards etc.) 
after you’re done shaving, rince with lukewarm/cold water and moisturize with a non-scented moisturizer (i use nivea cream)

Do not shave against the direction of the hair growth. Gently exfoliate using gentle soap after shaving and each shower daily to prevent ingrown hairs. Moisturize twice a day with non-scented lotion. If that does work, you should probably wax. Also can help a lot to use a new razor every 2-3 times.
