harassment?

i’m not sure if this is considered harassment. a guy in one of my classes follows me around all day and then takes pictures of me without my consent. it isn’t even with a phone he uses a canon and he makes really aggressive comments that make me uncomfortable. i move seats but then he sits next to me and says “i moved because my dick is frozen” and he doesn’t say it in a joking voice. he also makes uncomfortable comments to which i

don’t reply to and he just continues repeating the same comment until i say something. can someone help with what i should do? i have already told him not to take pictures of me and he said ok but continues to do it and i have started

coming to class less and less. he even applied to work at my job and asked

them my position which they can’t give out obviously.
