It could be, my daughter's appeared at a few weeks old as a small red mark then continued to grow. Monitor it and bring it up with her pediatrician. When they get caught early and small it is easy to treat with topical timilol.

My daughter has a hemangioma right next to her eye. It was very light pink barely noticeable and once she was about 2 weeks it started getting darker and even raised a bit. I chose not to do any treatment and she just turned 1 and it has faded so much it’s almost gone.
