How do I fix this closet?

My husband opened the closet the other day and said, “Can you do something about this closet?!” I said, “sure”. But, frankly, I am not sure what to do about it. His clothes are mostly kept in my daughter’s closet. His sweatshirts, jeans, dress pants have always been at the top of the closet and he like them folded and up there. His suit and dress blues are currently in this closet, maybe I could move those? Also, the trashbag of clothes I need to donate could go, and I could potentially vacuum, as the bottom seems a little dusty?

...I am asking because he gets pissy if I don’t know exactly what he means and he feels he shouldn’t have to explain himself. But this closet is mostly mine, and I don’t see the issue. 🤦‍♀️
