Is stopping formula at 7 months negligence?

Someone I know recently posted on Facebook that they stopping giving their baby formula at 7 months. I personally think that it is negligent, and just want to make sure that I'm not crazy.

They also said that they started baby food at 3 months because their baby would have "starved" if they didn't. Said that cereal and formula just wouldn't fill them up anymore.

I just cannot wrap my head around this at all. It is one thing to be uneducated, but to defend her actions by saying "pediatrician was okay with it after we had already done it" is just crazy to me.
