Is my baby deaf?

My newborn (2 days old) was discharged from labor and delivery today.. they said all is well but they recommended that I get her hearing checked again in a few days. She didn’t pass her hearing test... 
And on top of that I live in a pretty noisy household and when there’s sudden loud noise, she doesn’t jump or get startled.

This is really really common. It's usually just mucus in their ears and clears in a few days. Our second was the same.

Congrats, mama! 
Our son failed his hearing test on one side. We had to re-do it when he was a few weeks old. He passed with flying colors. It's totally normal for fluid to get trapped in the ears after birth. 
And I think sleeping through loud noises is fine, especially if baby is in a deep sleep. When awake they should startle though...not sure if it's from birth or by a certain age. 
Be patient, your baby is brand new! And it's very unlikely that they're deaf.

My oldest daughter was the same. Didn’t pass her hearing test at the hospital and could literally sleep through a mariachi band playing right in front of her. Got another test done a couple weeks later and she passed and had to get another one when she was 2yrs old, passed again. They think maybe bc she got the test done before she had her first bath.
