Is it teething?

My baby turned 4 months this week she has reddish cheeks from the past 1 week, when I googled it said teething can causes rashes on cheeks. She seems to be chewing on her lower lip a lot, drool all over her mouth area, seems irritated from past 2 days and she had a low grade fever last night ,also she was very whiny while trying to put her down to sleep, like constant whimpering. Could it be teething? I am taking her to the doc, but wanted to hear from your experience. Thanks
