Help with my 5 yr old step daughter

So my step daughter has been having a sock & shoe issue since I met her.(1 yrold) But it's getting worse because now she speaks more & throws tantrums more & the whole talking back thing.

She never liked wearing clothes she prefers to be barefoot but I don't like it because she does this even during winter. When

it comes to putting the socks & shoes we started to back off because we would put the socks & shoes & she would take them right off, put them on, pull the socks as much as she can even if they're ankle socks, complains that they don't fit. But clearly it's because she stretched the heck out of them, then she takes them off puts them back on & puts shoes on & repeats the whole thing again!!! Socks off, on, fixing, pulling, shoes on, & she does this atleast 3 or 4x. I'm more patient than hubby but we get frustrated whenever we need to run out quick because then she'll do the process in the car & we get to the store & shes crying because she doesn't like the fitting of the socks. She will sit on the floor of any place to fix her socks. We have tried different socks & she does this to every sock!!! Even shoes! She'll complain if the shoe is slightly bigger or if it's tight. She also pulls her pants above knees & if I tell her to roll them down she cries. I say okay let's put shorts on & she says no. Or of she wears shorts she wants to roll her shorts up like an underwear. I'm confused. I need help understanding why she feels this way??

I feel like her blood doesn't circulate with her pants rolled up to her knees!
