How do baby measurements work?

Last week at exactly 32 weeks pregnant I went in for a final ultrasound to make sure baby is growing just fine (and he is!). The doctor at the clinic told us our baby is perfectly healthy and he’s even measuring one day ahead (32w+1)!
A couple days later I had a regular check-up scheduled with my OB and she quickly read over the results and said “your baby is measuring in the 23rd percentile! Everything is great!”
I’m curious... how can baby be measuring “one day ahead” but also only in the 23rd percentile? I’m not worried but just curious how each of these measurements work?

It’s all guesses really. With my first, at my last appointment before he was born he was measuring at like 8.5 pounds. When I went in labor the nurse looked at my last appointment measurements then my stomach and goes there is no way there is a 8.5 pound baby in there lol. He was born at 7.5 pounds. The nurse later told me that he was measured at 8.5 on the ultrasound cuz he has a big head. 😆 and he truly does. 
I’m not sure why he would measure ahead but only 23 percentile but it’s all based on numbers and other babies. Maybe the other 75 percent measured ahead too and a little bigger
