Mother in-law popping pills

My mother in-law is popping pills. She lives 5 hours away and has become increasingly unreliable in every aspect of her life. My husband and his sisters need to talk to her along with their father. One sister lives in Chicago the other lives near their parents. They need to plan it out, travel and prepare themselves. The sister that lives nearby needs their mom to watch her son and is too afraid that if they talk to their mother about the abuse she will kill herself or stop watching her son and stop talking to them all.

I'm extremely worried about her. She has gotten much worse since my son has been born and it is scary. I suggested they plan this out very soon but then this pandemic happened and they can't. But since the pandemic happened she had been even worse, not answering the phone, slurring and nit making sense when you do speak to her. My father in law is just trying his best to help her. She hordes cats so he is taking care of them and trying to take care of her but she treats him like shit. It is all around sad.

I feel like there has to be something I can do to help but I also feel like it is not my place. What do you think...?
