What are these bumps?

I've had this spot in the crease of my leg I've been trying to get rid of it. I started trying hydrocortisone and then THESE bumps pop up as soon as the spot starts to get better. They itch like crazy and popped up on the edges of the other spot. And, no, it isn't an STD. My husband hardly feels like doing anything with me let alone getting any on the side after 12 hour work days out in the sun and I'm always with him on weekends. Any idea what these bumps are? They've got me worried but my doctor isn't allowing anyone in the office except for appointments that are absolutely needed.
