Does boyfriend want more kids?

So, I’ve been dating my boyfriend for the past year and a half. We met my very last day of college. When we first met, he told me he had a vasectomy and that he would have more children (he has kids from a previous marriage) if he fell in love with the right woman. Fast forward to about a year, his answer is the same. He only says anything about another child when I ask. He recently asked me how do I feel about marrying him. I said I really don’t know. I feel like you don’t want anymore children. He just said of course I do. I made a comment that I wanted to see his actual intent( has a vasectomy reversal) first before marrying him. He said that he wouldn’t consider marriage strongly until after COVID-19 pandemic and the vasectomy reversal was definitely at the bottom of that list. Does this mean he doesn’t want another child?
