About too give up

My son is 14 months and walks around furniture on his tip toes, but will walk flat footed when using push toys. He doesn't know how to walk on his own yet.

His physical therapist has said to try to have him wear shoes while playing with his push toys to hopefully teach him to continuously walk or stand flat footed....but as soon as I put shoes on his feet, he instantly rubs his feet together too push them off and does indeed get them off.

We even try just standing him up with shoes on and he picks up his legs.

What should I do to fix him walking on his tippy toes and what do I do too keep him from pulling his shoes off?
