No means no - context matters?

So I'm seeing a lot of people say that "no means no" only applies to sexual situations. This doesn't really sit right with me tbh. I plan to teach my children (both male and female) that no always means no. If they ask someone out and get a no in response then to drop it, you've registered your interest and it's up to the other person to let you know if they change their minds. If you say no then mean it, don't play games with people. A lot of women have been saying they want to be chased though so they always say no the first or second time, this is then getting men to "note it down" so they take it as being told to always continue to pester women for a date.

Am I wrong to think no should always mean no? I'm wondering what the opinions are in CC.
