I am trying to buy a car in cash. I found a seller online and he we agreed on a price. Now he is telling me the car is not paid off yet and we would go together to the bank to pay it off before i can get the car/title. 
I have never financed a car so i dont know how this goes. Does the bank gives me the title? I thought it was dealership? What do i need to do to make sure he doesnt use my money to pay off the car and run off with it? How can i protect myself?  Any tips? Thanks for ur advice

Are you saying that, for example
He is charging you 7k for the car, but still owes 2k on it? 
So he wants to meet at the bank, have you give him the 7k, where he then uses that money to pay off the remaining 2k, before transfering the title to you? Or have you pay 2k to the bank lender, and the remaining 5k to him?
If so, that means HE doesn't have the title in his possession, the bank does. In which case, you'd go to the bank together, he'd pay it off, and they would immediately switch the name on the title and paperwork to yours

If you don’t feel comfortable, the bank can tell you exactly was happening. 
My brother bought my car off me. I owed on it still. We went together and he paid off the car (of course that amount was taken off the remaining balance he’s giving me) and then I simply transferred the title to his name and his information. The title then was mailed to his address a week later.

It doesn’t sound sketchy at all to me. He wants you to go to the dealership so they can transfer the title automatically to you. You know he won’t run off with it because he’s literally inviting you to the dealership so you can sign and receive the title.
