Normal for 5 year old to throw a fit when she doesn’t get her way?

Literally over everything. We haven’t ever spoiled her. We are consistent with everything and follow through with what we say. If we tell her to do something she doesn’t want to do she’ll say “no I’m NOT doing that.” In a bratty way and cross her arms. Or tonight she wanted chips after dinner and we said no because we wanted her to have something more nutritional. So we told her no and she had a total meltdown and was crying like it was the end of the world. I’m at my wits end. She’s driving me insane. What do I do.
