Foster child keeps peeing themself

I'm a foster mama of two kids. One is a 12 year old girl. Shes actually going to be reunited with her mama soon. Other is a 14 year old boy. So the 14 year old has been with me for a month and one thing I noticed is he has a lot of accidents. At night and during the day. He has a lot of trauma so I'm sure that's where it came from, but his caseworker hasn't been much help when its come to getting him in therapy. She was supposed to help me with that, but shebis so hard to get in contact with and always seems busy. With covid everything is slow so I do understand. His teachers at school seem to be getting a bit annoyed with him if he has an accident and I know be feels embarrassed. He's been to the doctor. Physically everything is okay so they think it could be cognitive which is why a therapist would be good. In the mean time, how can I help with the accidents. I'm trying to go about it in a sensitive way because he was severely abused. He has marks all over him,and I don't want to make it a big deal. I want him to know he's safe.
