Does DRY scalp prevent hair growth?

Question

Hair isn’t growing at all and I’m so confused! I know because I have a coworker who cut her hair to neck length last year and hers is already at the same length as mine. I have bra strap length.
My hair is damaged by bleach, dyes and heat. But, I haven’t done or put anything on my hair beside using shampoo and conditioner for 1/2 a year now. Hair isnt growing at all. 
One thing I noticed is that I have dry scalp. Could that be a problem or perhaps that products that I’m using? Please recommend any hair products or solution for me! 
And yes I stay hydrated. I drink at least 2-3Liters of water a day.

As a stylist saying your hair isn’t growing is false. Hair is always growing whether it be fast or slow, everyone’s hair grows at different rates. If anything, if you’re not seeing progress, it’s most likely that your hair is consistently breaking off at the ends...

Have you gotten trims? If your hair is damaged you need to get the dead hair off in order for it to really grow. My hairs broken (I look like I have a mullet now) from bleach and permanent dye so I finally started getting trims and it now grows 1-2 inches every 10 weeks. If you don’t trim it or cut off the damaged part it’s going to have a hard time growing or looking like it’s growing. Also maybe try olaplex it really helps with damage

Its the bleach. My hair is heavily bleach damaged and ive been growing it out. The ends aren’t healthy at all though and my hairdresser says thats why it’s not getting past a certain length as its easier to break and snap off when brushing and styling.

When my hair was processed it never grew past a certain length.. it’s been over a year since I’ve had hilites and my hair has been growing like crazy, it’s down past my bra.. and looks thicker and healthier and feels incredibly soft. I’m not heat styling and I just shampoo and conditioner and once a week use a deep conditioner.
