Do you agree that a child can’t grow normally with an abusive mother?

Especially girls? I’m talking about mothers who decide to abuse (physically), intimidate, gaslight, play games and neglect their children and are emotionally distant. Do you think that a child can’t develop normally and might have a personality disorder or mental illness in the future?

I chose mother in particular because mothers are known to be nurtures and coddlers and when the child notices their mother doesn’t fit that description they may go through something or develop coping behaviors even when they aren’t aware of it. I know that genetics play a role in determining future mental illness but it needs the environment’s help to manifest.
