Daughter won't listen/pay attention

Hi everyone.. just reaching out to see if anyone has any suggestions on consequences for this. My daughter is 9 and just doesn't pay attention/ listen fully/ follow through with what she's told. We break down tasks to simple parts/ have tried over explaining things and also just try to let her figure them out but it's getting frustrating. We have her write sentences..but she doesn't seem to care / it just doesn't seem to work. We don't watch a lot of TV so we can't really limit that. How do you guys handle this and what has worked for you? Trying to balance expectations with her age and also show her to be responsible. Any ideas?

Edit: This is mainly at home.. we have no other issues in term of behavior and she's super sweet and smart but it's like she doesn't care to commit anything to memory.
