Mother in law… is she committing fraud or no?

Question

Okay long story short my mother in law apparently opened a credit card account in my fiancé’s name. 
About a year ago she handed him a credit card (without me being present she made a point to give it to him when he was alone)  and said it was through her and for emergencies 
Okay cool we thought we were just an authorized user.
Well apparently it’s tied to his credit and she’s been using it and it’s sabotaging his credit!! 
We already asked her to take him off the account once and she said no it won’t hurt his credit. 
She’s got $300 debt in the card and it’s reflecting on his credit reports!!! I’m furious and my fiancé is just hurt 
We were planning on house hunting this spring since his credit was in the 700s and going up. Well we looked today and it’s DOWN TO 615 
I keep telling him to tell his mom to take him off of it but he’s trying to avoid the problem 
I feel he doesn’t get the severity of the situation.
I’m trying to convince him to dispute it so it’s taken off his history 
We NEVER even activated the card she gave us. 
Idk what to do I’m just at a loss for words. I’m so mad. We won’t be looking for homes this spring and that’s very very VERY upsetting, we’ve been planning and saving for a year now
Update:  His mom won’t pay it off she has a history of not paying her bills and stuff on time. Once she waited till her Christmas bonus to pay for something that was due in may 
We also have no information on the credit card account, no paperwork because we didn’t sign anything authorizing the use of his credit! We only have the name of the company but any time we try and get information from her she says “I’ll handle it” and hangs up. Obviously it never gets handled, we are not paying something we didn’t spend. If we pay that means we are at fault, which we are not. I’m going to be disputing it to get it off his credit report so he doesn’t have any issues getting loans in the future.
Update: called the card company and they won’t give me any info without him so I have to wait until he gets home to see what’s going on. Most likely going to report it as credit fraud

Definitely fraud. The 1st thing he should do is freeze his credit either with a company like life lock or by contacting all 3 credit reporting agencies. She obviously has access to his social and who knoes what else she may try to put in his name. You should dispute it being on his credit. Be prepared, sometimes its hard to prove identity theft and they will probably require a police report.  It may be easier just to contact the company and pay it off, especially if youre house hunting soon.

She opened a card under someone else’s name, which is fraud. 
That being said, $300 isn’t going to tank your fiancés credit like that. Unless it’s been sitting accruing late fees and interest for a year. In which case is just kind of irresponsible of both parties to let that happen. If it’s under your fiancés name and account, why doesn’t he just cancel the card? Problem solved. Lastly, if your fiancé had the card, how did his mother spend the money? As an adult, she should know that she owes money on it… Can’t she just pay the $300 she owes on the card and be done with it?

My friends mom did stuff like this all the time and not just with credit cards, with actual bank accounts and shit. And would steal her pay checks and her income tax. She also was opening accounts for her own mom (so my friends grandma). And she would call and ask for money as well. My friends credit was absolutely ruined by the time she was 22. Made me want to punch her mom in the throat every time I saw her. Among other reasons lol.

If his name is on there I doubt he can dispute anything.  I get it though—it was done to me, in the amount of 10k.  So def pay the $300. It’s not worth it for that little amount. Just take care of it and get her name off or close the card (even though you’ll take a hit for that too).
