Hair cut

So my hair does not grow lol I’ve bleached it a couple of times but since last year I’ve just used box black hair dye. But I haven’t used heat in like months tbh and my hair doesn’t grow at All. I want really long thick hair but it’s dry and ugly. I use Hair masks wash it twice a week but nothing works. It’s like right under my shoulders that’s all it’ll grow. If I cut it shorter and don’t touch it dye it or use heat do y’all think it’ll grow.?
