Is this always true?

I’ve been dating someone for about 2 months, he’s told me he’s not ready for a relationship right now, that he likes me a lot he’s just trying to figure out how to balance everything out (school, work, gym) I respected that because I’m just getting to know him right now and I don’t want to rush anything.
All of my gf are saying when a guy says he’s not ready for a relationship it really means not with you. I do genuinely think he likes me we’re just taking it slow. I asked him am I wasting my time since he said he’s not ready rn and he replied “no, I want to be ready with you” we’re both in our mid 20’s.
Do you believe that’s always true?
I think I’d be more concerned if we were dating for 4 months and nothings changed

I’d say “ok, let’s reconnect when you’re ready and if I am available we can pick up where we left off.” Not in an ultimatum way, but in a respectful and straight forward way.

No telling if he telling the truth or not. But what women need to understand is he saying “I will not give you what you want.” And move on. Dont settle for less than what u want regardless of his reason. Women need to learn to be somewhat selfish when dating. We need to learn to prioritize our desires and needs regardless of the other person. “Im going through things in my personal life” equals …. Im not your one.  “I just got out of a relationship and want to take things slow.” equals im not your one. If you want a relationship that supports u mentally emotionally physically spiritually and financially then DO NOT Stop looking until u get it regardless of the other person not being ready. Keep options open and keep shopping. Dont close yourself off or take yourself off the dating market for someone who is not committed to nor giving u wht you want!

I believe anything can happen, if you’re okay with this.. his paste than that’s okay. If you want a relationship right now, I don’t think it’s smart to hang around. I guess this is a question you have to ask yourself, you said you don’t want to rush anything so what’s the problem just hanging out? You can give yourself a timeline and if he’s not there at that time, yes walk away
