Personally I think it's inappropriate although it could easily be sorted. Such as asking to change outfit or covering up.
What do you think??

She probably refused to cover up. 
I've seen lots of people saying they get asked to cover up and if they don't they are asked to leave if they make a big deal they get banned. Same goes for Disney. Its a family park.

This is all the website says about dress code:
“Clothing likely to create a danger, incite a disturbance or displaying offensive language or content
Clothing or accessories that represent someone as emergency personnel or that may create a false impression of employment by Universal” 
I don’t think the top she wore to universal meets any of that criteria. The picture in the bottom left isn’t why she was wearing to the park. I’ve seen plenty of people wear crop tops there without an issue

I honestly don’t care what other people are wearing. Kids or not, it’s a theme park and it looks like athletic type clothing to me. I don’t remember ever noticing anyone’s “inappropriate” outfit as a kid and my parents took us to Vegas. I don’t think it’s any less decent than what people wear on the beach. I think it’s adults who make stuff like this taboo to kids and it’s not inherently taboo.

I could care less what anyone wears unless it's my minor sister. When I was younger clothes never bugged me!? Still doesn't! I don't see an issue with this crop top especially since it's paired with leggings. If she was flat chested this would be a different conversation for the people who kicked her out. Seems like haters to me
