Should I report my neighbor to the town?

I’m 7 months pregnant and to stay active for the last few months my husband and I have been walking around our neighborhood every day. We live on a dead end street so there’s only 1 route we can take. There’s a house where a renter lives with her pit bull dog and we’ve seen her walking him and also a few times in their yard. We’ve said hi in passing twice but nothing more than that. Yesterday, we were walking past her house and out of nowhere her dog ran out from the top of the driveway and charged at us and was barking and growling like crazy, jumping on my husband, and tore through his jeans. Somehow my husband was really calm and just said to the lady ‘are you gonna get him?’ there was no confrontation or anything. The owner couldn’t get the dog and she ended up chasing him to her neighbors house and she didn’t say anything to us. When she was able to grab the dog she just picked him up and walked back to her house. We kept walking but I was really freaked out and grateful my husband was there and was able to be calm and just stand between me and the dog. If he jumped on my stomach he could have hurt my baby, which is why I’m too scared to walk in our neighborhood alone. Our neighbor told us the dog charged at him before, too so it’s not the first time.

Thankfully we didn’t get hurt but I’m wondering if I should report this to the town? If it’s the first offense, the owner would likely get a $500 fine and be required to keep her dog on a leash at all times when outside. Second offense is $1000. Or should we try and talk to the neighbor and ask her to please keep him on a leash? She looks around my age (mid 20’s) and I think it’s her and another man who rent the house. I don’t want to start a revenge war between us but I’m scared for when we walk our baby in his stroller.

Also any ideas what I can carry on our walks to protect myself? I don’t want to hurt the dog but if he attacks me I should be able to protect myself?
