Toddler's "ear won't work"

So my girl already has an appointment for later but I'm wondering what you guys think could be wrong with her.

A few weeks ago(around her 30 month checkup), my 2 year old told me "Mommy my ear can't talk", I thought maybe she was just being funny until last night and this morning I realized she's trying to say she can't hear anyone talk in that ear. She's crying complaining of her ear not working. I looked in and there is some wax but doesn't seem like a crazy amount. She hasn't been sick (she's actually never been sick).

Could it just be impacted wax? If so how do they fix that? She has a full meltdown when strangers touch her 😵‍💫

Can she have an ear infection without being visually sick?
