Looks like it could be excema but it may just be hormones. 
My girl had acne for months.

It does look like eczema, but there are several things that can cause cheek redness in babies. Diluted witch hazel will help with irritation, inflammation, and redness. Although it's not necessary to put anything on it, it helps a lot. My babes newborn acne cleared up in a week with it. You can take a damp cotton ball and put a little witch hazel on it morning and night. You can research it and/or ask your doctor about it because I know a lot of people freak out about putting products on baby's face.

My son is 4 months going on 5months and his cheeks flare up when he's hot and has been dribbling,also docs said it could be his milk formulare too

My son had this exact same thing. We were told maybe eczema. But I don’t think it was. It disappeared eventually. Only flares up very rarely now.

I’m not actually sure but my daughter is almost 2 and still has a round red spot like this on her cheek that she’s had since birth.
