Shaving

How do you shave your pubic hair, without getting ingrown hairs or razed burn, while still getting all of the hair off? I know that this sounds like a stupid question, but I've been shaving down there for about two years now, about every morning and I still get razer burn and ingrown hairs. So confused!!?!!
