If a mother and father are divorced and father has the child every day from 6 am to 6pm, Wednesday overnight and every other weekend, provides all clothes and shoes etc. Should he still have to pay the mother full amount of child support?

The father has had the child (3years) everyday all day for the last year and a half. Parenting guidelines say she ( as the custodial parent) is to provide clothes, shoes, etc. Which she does not. He is sent back to her in his clothes every time. The child eats breakfast lunch and dinner the father everyday. Father gets up at 530 every morning to go pick him up then she picks him back up anywhere between 330 n 730..pretty big time frame. Doesn't call and say she is on her way but said to father "u r my babysitter u need to be here when I get here" but she still wants her full child support $ as if he only saw him 8 days /mo. Is this fair?
