Opinions on daughter's hair!

Okay, my daughter is 7, she'll be 8 in November. she has long hair that goes down the middle of her back. her daddy doesn't do her hair, and she doesn't take her time brushing it, she leaves it half tangled up in the back. I've showed her how to pull it to the side to make sure she gets all the tangles out, but she still slacks on it and it drives me crazy. growing up, my mom told me if i didn't take care of my long hair, she'd make me cut it. well, I've been telling my daughter this for a month now. two days ago, she informed me she wanted to cut her hair like i did mine (i just chopped off 11 inches) we've been looking at styles online and have found some shoulder length layered cuts, but her daddy says no! I'm so irritated by this because it's not his hair, and he doesn't take care of it. isn't 7 old enough to make a choice about a hair cut?
