Shrink my boobs without surgery

So I am a 34D, which I know is not very big, but it looks ridiculous on my frame. I am not comfortable with the size of my breasts, and I would like to get down to a 32C again. I'm already exercising, which is helping me shrink my band size, but my breasts have not changed at all. I have tried vitamin  E oil which also did not work. Any suggestions or exercises that target the breast area?
