Should bars or places that sell booze come with legal papers to avoid "drunk rap

Picture a world where bars force you to sign a piece of paper stating something like "I am getting buzzed or drunk of my own free will and accept that I and others who are intoxicated may do something stupid and regret it the next morning, and if that stupid thing was sexual then I will not use rape to help my image as others see me or personal feelings about myself. In other words, I will not use my personal regret as a reason to call rape on another intoxicated person"

Now imagen even shops that sold alcoholic products came with this paper. Every sheet of paper had to be signed and dated per glass consumed and you had to treat these papers as real legal documents. Sounds dumb right? Well my city is actually considered doing something like this to avoid false accusations or rape. Does this sound like a good idea?

Or can we all just agree that when you drink, YOU are responsible for your actions? YOU are taking a drink or more that may cause you to make regrettably bad decisions out of your mind with others. Just like everyone else who picks up a beer. Regret IS NOT rape! Some people else like drunken sex, and people who pull that good ol' rape card make them look horrible for their sexual decisions. I'm not saying rape can't happen if someone else drunk, but when you and someone else is drunk then you raped each other more than one raped the other one. There is not less drunk or more drunk. Drunk is drunk.
