1cm 50% effaced at 36weeks

I just went in today and the doctor said I am 1cm dilated & 50% effaced she was also able to feel his head. She also said that I was spilling quite a bit of proteins into my urine (common with preeclampsia) but my blood pressure was normal & I have no history of high blood pressure or preeclampsia. They did blood work and said I should hear back from them soon. Has anyone else experienced this & could this mean I will be induced early?
