Double standard for boys and girls?

My son(9) is in an on going situation at school that I am just at my wits end with. A girl in his class repeatedly walks up to him and for no reason kicks him between his legs in his private area. She kicked him so hard one day that when he came home he told me that he had a difficult time sitting in class and peeing during a bathroom break. I spoke with his teacher and she said it will be dealt with... Yet it continued. I contacted his doctor and requested information about the physical damage this can cause on a growing/developing boy-in return she and a urologist wrote and signed a document for me. I requested a meeting with the principal and parents of the girl and was basically laughed at and dismissed. Their reply was "kids will be kids" and "they mess around". My question to them was-What if my son walked up and kicked HER in her private area? What would they do? I got a clear answer of "That's different." Why has it become socially acceptable for a boy/man to be kicked between his legs? But if my son did that to a little girl it would be less acceptable... I see a double standard here. Or am I making to much out this?
