dehydrated??!

I have a one month and half year old and i took him out today , it was sunny but not too hot and when my husband and I came back, realized blood in his diaper.. all night crying amd drinking tons of milk.. I know we arent supposed to feed them water..... and we didnt. would it be safe to take him to the beach considering what happened??
