Wrong timing

We both want eachother but just not right now, even though we've both agreed on this I feel like there's so much tension between us because I say I want him but my actions contradict that whereas he's the opposite; he says he can't be in a relationship right now blah blah blah but his actions say otherwise. Idk what to do? We haven't made out or anything and I know if we have that first kiss it'll more than likely change everything.
