Not lady related

Ok so I am just wondering is it customary to groom a dog before rehoming? Obviously a bath and everything but I'm wondering about nails? I have been trying to cut my 8 month old puppies nails since yesterday and so far I have only gotten 5 with a lot of biting whining and clawing so do you guys think it's customary to cut the nails before rehoming? He meets his new family in about 2 hours
