Eczema is more like rough, dry, itchy, well defined patches of skin. This looks like irritation or a sunburn or something. Try putting aloe on it and see if it helps.

The picture isn't close enough to see exactly what it is but it kind of looks like a rash or a sunburn. If it's on both arms I'm leaning more towards a sunburn.

Have you done anything different than usual recently? It could be an allergic reaction to a cream, clothing, food, etc.
