would you call the cops on someone for pot?

Like let's say you're coming back to your car from grocery shopping. You see someone in the car next to you rolling a blunt, would you call the cops? If you drive by & happen to see some kids smoking pot outside, would you call? If you saw anyone anywhere with or smoking pot, would you call? If the person isn't causing any disruption or anything out of the ordinary, then personally, I don't think there's any reason to. Just curious because I know I'm in public a lot smoking (in my car) & always wonder if people see me, but don't give enough fucks to do anything about it.
