Baby getting fussy taking breast

Little girl is 9 weeks and she has started gett by fussy at my breast it's so frustrating. I know she is hungry but when I go to latch her on she absolutely screams the house down as soon as I move her away she stops?  She does not do this all the time but it's quite a lot. She throws her head around like she is searching for it but she won't take it. Any ideas why she is doing this? I have found that if I rub my nipple back and forth across her top lip while shhhhing she calms down and eventually takes it but even this does not work all the time.
