I need advice

So I am turning 19 years old in a few months I am also graduating in two months. My boyfriend and I have been together for 4 years and he is 23 years old. I feel like I am ready for the next step and want to get engaged. Am I wrong for feeling this way? I tried to talk to him about it but it was like pulling teeth trying to talk about it. He said ill have my day someday and that he wants to wait. Am I wrong for thinking that if you truley love someone you shouldn't feel the need to wait? He says he loves me and calls me mrs.stark jokingly and says he wants me to be his wife, but if he did wouldn't he propose? I am willing to wait but he wont give me a reason or explain
