No sex life with my hubby

So I've been married for 3 years and we had a miscarriage about a year in. We've had sex one time since the miscarriage and I'm dying to have sex and my husband doesn't want too. We hold hands, kiss and cuddle but it NEVER leads to sex. What should I do? I've brought it up numerous times and he just says he doesn't want to. Obviously it's created tension in our marriage and I'm just about fed up with it. Thoughts.... ideas.... what else can I do?
