My BF says he's can't finish with a condom. Is this normal?

He's 23 and says that to finish during sex he has to pull out or finish with a hand job, but there is no possibility of him finishing with a condom on. I want him to use one because it is safer but he says the ring is too tight and he loses his boner because of it. Thoughts?
Also... because if this he never performs long enough to help me finish. How can I bring this up to him?
