Curious about Law & Order SVU

I see quite a few comments and posts on here about people who are against vaccines and it sounds like it’s everyone’s personal choice to make, which is fair enough.

But I’m just watching Law and Order SVU and there is a little girl who died because she contracted measles from being around a little boy who wasn’t vaccinated because his mother is skeptical about vaccines, and this mother got arrested and charged for murder.

I know this program is set in America, so is that really how it works over there? Or anywhere else for that matter? If there is an outbreak of some disease and it turns out that an unvaccinated child in the area is to blame for it, do his parents get charged for any deaths?
