When to make the call? *TRIGGER WARNING- CHILD ABUSE***

BEFORE READING, THIS CONTAINS SOME DETAILS OF CHILD ABUSE******Making the call to CPS is probably hard to make if you are unsure about abuse happening or not. With the recent situation of the 13 kids being tortured and abused, neighbors and family members all seem to notice that something wasn't right. Some said they looked malnourished, seemed very robotic, one neighbor witnessed seeing them marching at odd times for hours and they seemed scared after someone spoke to them. We are within the times where parent judging and shaming are always top of mind and people want to avoid being offensive or accusatory as much as possible. With that being said, at what point should neighbors and outsiders step in and make a call?
